A new Potemkin village

Given President Putin's staunch anti-oligarch stance, it surprises me somewhat to read that there are plans for a Russian Monaco just outside Moscow. Could this be another of Luzhkov's deranged (and obscenely expensive) projects. Peter the Great looking down over the Moscow River is the most obvious example, but Luzhkov's vanity extends to having his favourite sculptor, Tsereteli (all in Russian, I'm afraid), create a bronze of the mayor himself playing tennis.

I can't imagine the Moscow Monaco attracting the international set like the real thing, which fills me with a warm tingling feeling.
